Scenario point overrides incorrectly enable exclusive scenarios

As reported in the CodeWalker Discord chat (message link for those lucky enough to use message links), it appears that using SCENARIO_POINTS_OVERRIDE_FILE with a default sp_manifest.#mt will enable 'exclusive scenario' groups such as triathlon peds, when these are supposed to be disabled.

Another message contained info such as this:

[,,] I misspoke on the spOnly flag although it is true that there's a bunch of other peds that are SpOnly = 2 that only spawn once the sp_manifest is overridden

... which may imply there's another set of state that doesn't get correctly reset when loading a SCENARIO_POINTS_OVERRIDE_FILE.

Apparently is user error, PSO->XML conversion leaves some hash_ gunk in and this of course won't correctly load back in. Might need to update docs.
