Crash when use TM:PE change the speed limit of CSUR roads

(Can I speak Chinese?) 用TM:PE的调节速度功能，按下shift，在某些路段会出现游戏完全卡住，且半小时内无反应(就是那种怎么点都只是转圈圈，任务管理器显示内存占用一直在降低，CPU占用几乎没有)。 出现问题的路段是2R、3R-4R 附操作过程视频

Same bug on 3R=2R1R3P. It appears that all of the one-way streets will trigger this bug.
