SSL ceritficate for download openh264 binaries

There is an issue with openh264 binaries download certificate as you can see in the screenshot when trying the download: https://ciscobinary.openh264.org/openh264-2.4.1-win32.dll.bz2 (when using https)

can you fix the certificate for https://ciscobinary.openh264.org? In the past you have suggested to check the fingerprint of the downloaded files issue is that many firewalls started to block http urls so when installer tries to download the binary the firewall blocks it and it is bad approach to ask users to disable firewall for the installer.. Thanks
