Initialization Fails - Windows 11

I installed 11.5.1.0, with Administrator rights, and when I go to launch, I receive the error in the attached screen grab. My apologies, I could not capture just text. Screenshot 2023-10-11 070111

Same issue on a fresh Server 2019 installing 12.1.2.0
