Export Custom Question Module/Questions

The original intent of issue #359 was not specific to CMMC or any particular standard in CSET. It is generic in nature, because I like others no customize the tool to work with standards that are not included in the tool.

Is there a means to export the work done on one CSET instance in terms of the Custom Module and the associated Custom Questions to another instance? This is to support a team of consultants that will use a common custom set on different computers and CSET instances.
