Rewrite deploy.sh into python

deploy.sh needs to be converted into python in order to be used by the automated tools we need for the SBOM.

@cbaxley cbaxley on Jan 13 Member I would like to get the functions into a library at least. We have to be careful when moving functions into libraries with bash. They can output things that mess up capturing the return values from the functions.
