Look into adding a filter to User Security # of logins panel.

I had a brand new installation and when I first brought up the User Security dashboard it said there were ove 6000 login attempts.

I thought we had added a filter to that panel to reduce it to something more reasonable. Look at issue https://github.com/cisagov/LME/issues/22 for solution and check to see if the filter was overwritten at some point.

Add extra docs to the end of Chapter 4 instead of adding filter.
