Any chance of getting tooltip-html-unsafe able to compile ng-if, ng-repeat, etc?

Looks like this has been fixed here in angular-ui/bootstrap, but it doesn't appear to work for me:

I just need to be able to load up a tooltip with dynamic html, including ng-repeat/ng-if, etc.
