1-to-1 notifications do not get sent

Describe the bug

Desktop notifications specifically for 1-to-1 chats are not sent, and the favicon does not change to indicate there are unread messages, highlighted or not.

Reproduction

1. Log in to cinny
2. Ensure that desktop notifications are enabled, and 1-to-1 Chats notifications are set to Notify loud
3. Receive a 1-to-1 message from someone while not tabbed into the website / app
4. Notice that there is no notification and no sound

Expected behavior

There should be a notification and sound like all the other message types.

1. Arch Linux rolling
2. issue occurs on Librewolf, electron, Firefox
3. Cinny v4.10.2
4. issue occurs on matrix.org, chat.blahaj.zone, and xmr.se
