libremetaverse Allow rebaking after a specific delay

Sometimes it is necessary to rebake faster than REBAKE_DELAY. Moving REBAKE_DELAY to Settings is inconvenient (it would make the whole library rebake faster).

DelayedRequestSetAppearance method made public with a due argument which allows forcing faster rebake.

I guess that the CodeQL error ought to be safely ignored; it fails quite a lot under recent versions of dotnet. Also, I'm not sure if it isn't supposed to fail, considering that it attempts to build the LibreMetaverse GUI on Ubuntu 20.04, which is a component that ought only work under Windows (as far as I understand).

That said, the rest seems to be fine and ready for a merge :)
