Any ideas on how to install this while offline?

You can download dkms package using other internet connection (easiest way) or install it from DVD disc dedicated for your distrubution. Usually in situation like this, I'm using my android phone as a wifi usb card. After connecting android phone to PC with usb cable, just select USB tethering in settings menu.
