feat: add a tutorial to access metrics

In the tutorial, one part is dedicated to the standalone setup with Docker. Another one is using the Prometheus operator for a deployment in kubernetes.

Thanks @Vampouille for contributing this, so I guess once https://github.com/cilium/tetragon/pull/1495 is merged , just rebase and do it on top of it
