ztunnel: introduce end to end connectivity tests

This commit introduces the scaffolding for end to end connectivity tests for ztunnel, starting with a test that verifies pod-to-pod encryption via ztunnel mTLS.

Introduce end to end connectivity tests for Cilium's ztunnel integration.

#43227 is for adding ztunnel as a valid encryption type for cilium status, which we can then use in the connectivity test suite to check for enablement.
