Provide aarch64 image

Hello it would be great to have cilium-etcd-operator built with a aarch64 image especially with v1.10.0 around the corner.

hello @anthr76, cilium-etcd-operator has been deprecated so it will be unlikely that we will have aarch64 images for it.
