exec: support executing commands inside agents

This allows users to execute commands or jump into a shell inside Cilium agents by providing the name of a node, the name of a Cilium pod or a namespace-qualified pod name. It is aimed primarily at making debugging faster and easier by removing the need for "manually" finding the name of the Cilium pod colocated with a given pod.
