Is your feature request related to a problem?

Yes. When a CCNP is enabled in the cluster, this can break all connectivity tests in ways that are difficult to diagnose.

Describe the solution you'd like

If a CCNP is present, cilium-cli connectivity test should either warn about it, or fail outright unless overridden with a flag.
