Deopped-Player cannot break any blocks in the world.

Is your feature request related to a problem? Please describe. Opped Player can break blocks in the world but deopped player cannot break block in the world. I tried to load world as not locked load but It didn't work too. why is this happening? (version: 1.12.2 / lastest)
