Describe the issue Light glitches occurs

Spigot version Paper-142 (1.15.2)

Plugin version 2.2.0

How to reproduce

  1. Create a Slime World
  2. Build houses, rooms
  3. Put a ton of light sources inside so it looks all bright
  4. Restart the server
  5. Join the world and all of the interior become dark until you put blocks to cause light updates

Please test the 1.16 branch. Commit 55d58d7a583df1e07d28262f48526418e46d8161 should fix this (only in 1.16).
