Resolves #442 This removes cell cap of 255 chars for xls exports

When I exported the template into a tsv format (VirusSeq_Portal), and checked it in excel, the exported file are not tabulated properly (see pasted image). 
A new command-line **[dh-validate.py](https://github.com/cidgoh/DataHarmonizer/blob/master/script/dh-validate.py)** script simplifies the validation of DataHarmonizer-generated csv,tsv,xls,xlsx files.
