Windows app icon blurry at some sizes

Describe the Bug

On Windows, if the icon size is set to "medium", the icon appears blurry.

Medium icon (default next to manually set icon):

Steps to Reproduce

1. Install Cider and choose create desktop shortcut.
2. Right click on the desktop and choose View > Medium Icons
3. Observe that the icon is blurry.

Here's screenshot comparing the default icon from the other possible icon from the exe resources.

Alternatively:

1. Go to C:\Users\USERNAME\AppData\Local\Programs\Cider
2. Choose View > Medium Icons
3. Observe that the icon is blurry

I'm on a Dell P3421w monitor. Display resolution: 3440 x 1440 Scale: 100%

This issue seems to go away for "Medium" icons with Scale 100%. But then it shows up for "Small" icons.

I think this is related to #748.

Inspecting the executable with "Resource Hacker" shows that there are two icon groups "1" and "32512". I think icon group 1 is the one with problems.

Cider applies the wrong icon from the executable to the desktop shortcut

Applies the top one (low-res) instead of the bottom one (high-res.)

Likely do to a scale or resolution check error.

I cannot find the 2.6.1 download to see whether this is resolved in Cider v2.

It appears to be fixed in Cider v3.
