It looks like the `git rebase` might have messed up. I am seeing a file diff of 364 files changed, which I wouldn't expect for this change. Can you try...
`Native IDE integration for running functional tests locally` gets a +1 from me. It's easier for developers to be able to use breakpoints naturally rather than put panics in places...

If I remember correctly we were thinking we needed this for the Scheduler service if Scheduler knew about Placement, but we ended up not needing to go this route, so...
