V3 - for germany - not all federal states available

hi, when calling V3 map, not all regions / federal states gives a result.

V1 ok, V2 ok, V3 failed - Baden-Württemberg ok - Bayern ok - Berlin ok - Brandenburg ok - Bremen ok - Hamburg ok - Hessen ok - Mecklenburg-Vorpommern ok - Niedersachsen ok - Nordrhein-Westfalen ok - Rheinland-Pfalz ok - Saarland ok - Sachsen ok - Sachsen-Anhalt ok - Schleswig-Holstein V1 ok, V2 ok, V3 failed - Thüringen

Note: as far as I can tell, this is not limited to Germany but applies (at least) to any region that has an Umlaut in its name. I have tested all the Austrian federal regions and the same behaviour as above applies, i.e. for the ones that do contain an umlaut in their name (Oberösterreich, Niederösterreich, Kärnten), the v2 and v1 work whereas v3 doesn't. Contrast that to the ones that don't have an Umlaut (Vorarlberg, Tirol, Salzburg, Steiermark, Burgenland, Wien) where all 3 formats work.
