Different Conditions at same time

if i use https://de.wttr.in/Stendal i have: "Leicht Bewölkt" (partly cloudy)

when I use https://de.wttr.in/Stendal?format=%C i have: "Stellenweise Nieselregen" (Patchy light drizzle)

Shouldnt it be the same (the second just shorter) ? Or, where is the different?

also: https://de.wttr.in/Stendal says 25°C https://de.wttr.in/Stendal?format=%t says its 24 °C
