secondary Server Implement ?

Hello there, I am developing an application. There is a scenario and I'm wondering how can I handel it. Namely, if the clients cannot reach the server, can they reach the secondry / backup server? (different IP and Port) if client can't connect both of server an event must be triggered how can we add this?

(of course for best practice)
