[Feature proposal] Discount for DAY token holders when scheduling transactions

I propose adding a discount to scheduling transactions with Chronos if you're a DAY token holder, which would:

  1. Increase demand of DAY; adoption of the token as people love to pay less
  2. Reward existing token holders.

Vaguely inspired by the reduced trading fees on Binance if you use their BNB token.
