Floating button to redirect people to the right place to file bugs

Bugs in Chrome OS need to be filed in the right issue tracker (e.g. Android bugs in issuetracker.google.com or Chrome bugs in crbug.com) so that they're handled timely and properly. We should provide an easy to use interface to collect some bug information and redirect developers to the right place to file their bugs.

Estimating at a 5 because there's some research and UI/UX work that needs to be done to get this right, but actual implementation shouldn't be too difficulty

Add signposts and direct links so readers can provide feedback on:

  • [ ] The site in general
  • [ ] ChromeOS developer feedback
  • [ ] File a site bug
  • [ ] File a ChromeOS bug or feature request
  • [ ] Report an issue with an article

Feedback should be accessible from anywhere on the site and should help direct users to the specific place they need to give feedback, ideally with a deep link.
