[ENH] Support 1.0+ in `langchain-chroma`

langchain-chroma is pinned to this https://github.com/langchain-ai/langchain/blob/master/libs/partners/chroma/pyproject.toml#L13

but we need it to support 1.0+

need to test and verify we can open up the range with no issues
