Upgrade CSVHelper to last version

The last version of CsvHelper.Excel is incompatible with .Net Framework >= 461, it seems a lot of things have changed in the CSVHelper project.

The main issue seems to be the ICsvParser interface, that was dropped since Renamed interfaces to remove Csv from them.
