Opening comment links with non-english characters don't work properly

Describe the bug As the title implies. When clicking on these links, it would show the whole thread instead of only the comment in question. This has been an ongoing issue for years, not sure when it started. I thought there'll be a bug report here but I can't find one.

To Reproduce Steps to reproduce the behavior:

1. Open the link in any way (clicking, opening from browser/clipboard)
2. Only the thread is opened and we don't jump to the comment in question.

Expected behavior Following the link should lead to showing the specific comment in question instead of the whole thread.
