Galaxies: fill with arrows = victory?

No, as:

• you can place the arrows anywhere, - even at say the other corner of the game
• but it might not be possible to have those arrows joined in a continuous region

an illustration:

• in case u want to counter: that no, such situation won't be possible when considering the solution for whole board, and is just a hypothetical case
• then no, it actually has happened with me - i had arrows perfectly laid on whole board, and this still happened
