Bonus! Validator Monitoring Bot

We've developed and open-sourced a simple validator monitoring Telegram bot. It does two things -

1 - Monitors your validator's voting status and immediately sends an alert if your validator stops voting

2 - Sends twice-daily notifications, i.e. sanity checks, at user-configurable times, to confirm you validator is voting.
