Add support for concept-level controls

Currently, all controls are field-level which enables constructing arbitrary conditions in the scope of a field. In some cases, however, arbitrary conditions between fields within a concept may be desirable. This furthers the ability to construct complex query conditions in the scope of a concept and enables controlling validation between fields.
