Comply with time window-based policy for Python and Numpy versions

In a recent PR it was noted that we are testing against deprecated python versions. And it was suggested that we should follow the policies in https://numpy.org/neps/nep-0029-deprecation_policy.html as a project in the Scientific Python ecosystem.

The PR url links to this issue, but yes we should do NEP 29 for everything, I think once we get things correct for the current date, we will be good till mid December
