[Requirement] do not allow use of anything in the ChocolateyInstall/tools directory

Not sure if we have this or if it was for particular items, but we should really search and fail on using anything in the Chocolatey provided tools directory. Folks should be using the API that is published and working against that - otherwise they could be surprised when things change out on them when we move around internals.
