Precedence and cause of issue; i.e. cause and effect:

  1. https://chocolatey.org/packages/chocolatey-preinstaller-checks.extension
  2. https://chocolatey.org/packages/chocolatey-toast-notifications.extension

I plan a future enhancement request which will hopefully be an amicable compromise.
