(doc) Updates C4B QSG to match Readme

Description Of Changes

Adds the offline mode to the quickstart guide, and brings a few additional extra changes that haven't been trued up from the readme in the repository.

This should be merged simultaneously with the changes to Quickstart Guide being merged.

Motivation and Context

Changes to the process, including an offline mode, need changes to bring the docs into line with the existing files.
