WIP: Provide Tab Shell for UI
While providing a tabbed interface completely in markdown isn't possibly with the current set up, the tab pane content area is. This provides a shell tab area for content to be added in as necessary.
Currently, there is a known issue where any headers inside the tabbed area are added into the right hand navigation, but are not navigatable unless the selected tab pane is already open.

Are we thinking of using this type of navigation for the decision tree/ choose your own adventure idea we brought up in the support T&G session a few weeks ago? If so i think we can make this type of layout work.
Looking at this with fresh eyes again. This would be amazing to be able to tidy up the CCM Setup pages as they have several setup scenarios. Listing them this way would efinetly reduce page clutter and allow for better seperation of each setup scenario. Currently have issue open to look at tidy up these pages. #329
