Package Internalizer - Internalized Zip packages not working in latest

What You Are Seeing?

When using internalized packages, they do not install correctly using 0.10.13 or 0.10.15. They DO install correctly for 0.10.11 (Staged with choco download --recompile filebeat choco push... )

Tracing back, it looks like install-chocolateyzippackage is not unpacking things correctly

What is Expected?

Package installs

How Did You Get This To Happen? (Steps to Reproduce)

internalized package (tried with filebeat and packetbeat) tried to install Works on 0.10.11 breaks on 0.10.13 and 0.10.15

Correction. The previous solution of downgrading to 0.10.11 worked on one system, but not a different one. 0.10.11 Business fails with the same error there.
