Allow --package-parameters-sensitive option to be used with uninstall command

Description

Currently the --package-parameters-sensitive option is not available for use with the Chocolatey Uninstall command.

We should include this functionality as --uninstall-arguments-sensitive for uninstalls to maintain consistency with the current functionality of --install-arguments-sensitive for installs, and then allow package-parameters-sensitive to be available to either installs/upgrades or uninstalls (if possible).

Why Is It Needed

This might be necessary if one needs to pass sensitive information while uninstalling a Chocolatey package.
