Use Windows standard naming for all timezones

Description

The time zone selection in the the settings page contain multiple items that refers to the same time zone and can cause confusion to the user when they are selected. As an example, we Show the time zones Central Europe Standard Time and Central European Standard Time. Both of these are the exact same time zone and should be consolidated into one.

Why Is It Needed

To lessen any confusion for the users of Chocolatey Central Management.
