Central Management - Add LDAP Encryption Error As Toast Notification in CCM Web UI

Enhancement Description

Currently within CCM if the LDAP password entered for LDAP lookup in Administration>Settings>User Management> LDAP Settings has not been encrypted within the CCM DB you receive the following in your CCM wedsite log:

2021-11-09 15:14:38,449 90 [ERROR] - LDAP password needs to be re-added to be encrypted in the database. Please update LDAP settings ASAP!
2021-11-09 15:14:38,450 90 [ERROR] - The input is not a valid Base-64 string as it contains a non-base 64 character, more than two padding characters, or an illegal character among the padding characters.

I'm requesting this not only be an error shown in the logs but also trigger a toast notification within the CCM Web UI letting the administrator know this error is occurring. Thus letting them know to take action to remediate this error.
