When trying to internalize the rsat package from the CCR the package fails with the error shown in the output log section here.

What is Expected?

An update to the logic of package internalizer to account for the binary URLs to be passed in this manor.

choco download rsat --internalize -s https://community.chocolatey.org/api/v2/ -y
