function - Add Font installation helper functions

When writing a package to install a font I found the chocolatey-font-helpers.extension package.

I feel that functionality like this should be part of the Chocolatey Helpers as it's actually one of the most used ways of installing and uninstalling fonts.

I wanted to start this issue as a conversation and I am happy to submit a PR for it.
