What happened

1. I ran choco upgrade all which upgraded 7zup and notepadplusplus, but indicated it could not remove C:\ProgramData\chocolatey\lib-bkp\sysinternals (as I still had procexp.exe running)
2. I closed procexp.exe and manually removed C:\ProgramData\chocolatey\lib-bkp\sysinternals
3. I ran choco upgrade all to verify nothing needed to be upgrading
4. It thinks You must be smarter than the average bear... as apparently 7zip v18.6 is newer than the most recent. and notepadplusplus v7.6.2 is newer than the most recent.

They are indeed the most recent:

I had this for several packages now, since I am updating them daily. I am assuming there is a way to remove versions, which leads to this error until there is a new update.

Got the same message today on TcpView after doing a choco upgrade all -y.

Curiously a search of TcpView returns two different results. Web UI vs CommandLine. More conflicting/"wrong" wiring also exists in code base specifically blocks involving updates?
