UI update to Windows 11 components (WinUI 3)

Hi,

currently, the UI of ChocolateyGUI is a bit old and remembers a lot Windows 8. You can take advantage of the new WinUI 3 (or 2.6) to refresh the UI with the fluent design and the new Windows 11 components
