Hyperlink functionality

Now to create a hyperlink, I have to click on the button than insert link in URL input, than press Tab, than insert Link Title. Link Title input isn't active neither by default nor on click.

Can we have Link Title input active by default? Thank you!

Just for reason I want insert title first, than URL.
