Have a custom Hint builder

Have something like jQuery builder which developers can use to get a customized version of Hint.css. May be an option to select desired modules also.

The builder will simply let you get a custom library out of the current version at any time. So I guess the version won't bump up. Though still need to figure out the details which I'll share here when work starts on this.
