Add option to use Shift key to toggle english/chinese mode

Is your feature request related to a problem? Please describe.

This was widely implemented by IM wrappers but it wasn't natively supported by chewing. By implementing in chewing we have better control of other IM state updates.

Add an option to enable this Shift key behavior.
