fix: make sure the path selection algorithm works for all platform

I ported the userphrase path selection algorithm to Rust, but I changed the location for all three platform to current standards.

We should make sure

• [ ] We can detect the previous location
• [ ] Optionally migrate to the new location
• [ ] Make sure the new location works for all platforms
