I can't see how `--sysroot` has ever worked without this. It otherwise tries to execute the target's dracut-install, which is not a native binary. Even with this, I get errors...
Yes, I'd like to be able to use Dracut without installing it to the sysroot, but I thought I'd look at this after my other changes have gone in.
